Command Sergeant Major Thomas R. Capel a native of Ellerbe, NC, graduated from Richmond Senior High School and attended Richmond Community College. He entered the military service on 26 October 1977 and completed basic training at Fort Jackson, South Carolina, followed by the completion of the 11B (Infantry) Advance Individual Training at Fort Benning, Georgia. His first assignment with the 82nd Airborne Division, 1st Battalion, 325th Airborne Infantry Regiment.

Command Sergeant Major Capel has had a diverse career with assignments and positions from Fort Kobbe, Panama, serving as an Infantry Squad Leader; Fort Jackson, SC., serving as a Senior Drill Sergeant. He reported back to Fort Bragg, NC, in 1987 and assumed duty as an Instructor and later as a Senior Instructor with the XVIII Airborne Corps Noncommissioned Officer Academy. In 1989, he continued his duties at Fort Bragg as a Platoon Sergeant and Operation Sergeant with Alpha Company, 2nd Battalion, 505th Parachute Infantry Regiment, 3rd Brigade Combat Team, 82nd Airborne Division.

Shortly after visiting deployed troops in the Middle East with a group of college basketball coaches in the summer of 2005, Rick Kell, Co-founder and Executive Director received a casual invitation that would change his life.

A Warrior Care Liaison at Walter Reed Army Medical Center asked Kell to visit several OEF and OIF patients recovering from serious combat injuries. After multiple visits, many friendships were forged. These friendships cultivated a strong desire to provide meaningful assistance on a larger scale.

Over the next two years, Kell gained invaluable insight into the landscape of Warrior Care and used it to create concepts for new programs. Throughout this development phase, close attention was paid to a belief that new initiatives needed to be very relevant and without duplication.

Upon sharing this information with friend and passionate advocate for our troops, David Feherty, the two co-founded Troops First Foundation and incorporated as a non-profit organization in August of 2008.

Old Soldiers Never Die: USFK Command Sgt. Maj. retires after 36 years

Entering a senior enlisted advisor’s office is like stepping back in time. To a junior service member, it might resemble a museum with memorabilia and placards, undoubtedly supported by countless shared memories of places he once called home. Photos of old friends at military school graduations, shadowboxes full of medals and parting gifts, and challenge coins neatly positioned everywhere; every corner has a story.

But the final chapter of this story is the one Command Sgt. Maj. Walter A. Tagalicud treasures most.

“The memories and experiences that I’ve gained in these last three years will last me a lifetime,” he affirmed as he looked at the Korean scenery out his window. “This has to be the most rewarding assignment I’ve ever served in.”

Tagalicud is scheduled to relinquish his charge as United Nations Command, Combined Forces Command, and U.S. Forces Korea Senior Enlisted Advisor to Command Sgt. Maj. Jack Love during a change of responsibility ceremony, March 25.
